ITANAGAR, June 19: Former AAPSU general secretary and social activist Ojing Tashing expressed shock at the allegation that he had threatened the Aane Siang RTI Activist Forum general secretary Ungkung Regon over phone with dire consequence as appeared in the local dailes on June 16 last.
Earlier, Regon in his FIR lodged with the SP SIC alleged that he was threatened with dire consequences over mobile phone by Tashing if he (Regon) did not withdraw the statement made with the SIC in connection with the case on fund embezzlement registered with the Ruksin PS against a Govt official posted at Ruksin.

Post permanent circle officer at Kebang
ITANAGAR: Lamenting the non availability of circle officer and its staff at Kebang circle headquarter, All Adi Youth Association (AAYA) today in a release urged the state government to post a permanent circle officer and its official staffs for the betterment of the public.
The Kebang circle headquarter which is covering seven villages of Lower Rotgong Banggo area and one of the oldest camp of British period is without any officials since its creation last two years back, the release added.
Meanwhile, the AAYA appealed the education minister to post subject teachers at government secondary school Kebang. Frequent transfer of teachers during last few months creates shortage of teachers to the school, they informed.

ITANAGAR, June 19: Arunachal Citizens’ Rights, Women Power Connect (Arunachal Chapter), Arunachal Pradesh Women Welfare Society, Human Rights Law Network, Arunachal Pradesh, NEFA Indigenous Human Rights Organisation and Global Human Rights Organisation came heavily on the repeated threats and attacks on members of NGOs and civil society activists for rising their voices against PDS scams, practice of Forced Child Marriage, rapes, illegal appointments in Govt. departments and so on; the latest being giving threatening calls and planting of firearms in the car of an RTI activist and Chairperson of the Sango Lomte Welfare Society Payi Gyadi by some anti social elements in order to jeopardize his work and malign him, suspected to be backed and financed by politicians and high ranking officers.
In a joint statement, the organisations said Gyadi’s only fault was that he had unearthed illegal appointments being made in Govt. departments and exposed the powerful politicians and high ranking officers involved in the illegal appointments.
The Rights’ activists also urged the Chief Minister and the Governor to intervene into the matter and direct the concerned authorities unearth truth at the earliest.
While appreciating the state police for their prompt action and arresting the culprits who were involved in antisocial activity of planting firearms in the car of Payi Gyadi, the Rights’ activists question the credibility of the investigating agencies and the state police in their delay to extract the names who have backed and funded the miscreants.
Quoting the report published in local dailies on 16th of June, in which the Capital SP stated after the arrest of the three persons that ‘facts are yet to be revealed’, the organisations said almost five days have passed and facts have not yet been revealed.
“The people of the state want the facts to be known. There also have been reports that there are possibilities of granting bail to the arrested persons. If granted bail without thorough investigation and find out the powerful people who are behind the curtain, then people will lose faith in the Govt. and the system. Hence it should be the foremost duty of the Govt. not to let the culprits get freed on bail without coming to logical conclusion by finding out the suspected involvement of the politicians and high ranking Govt. officers. Accepting the bail petitions would defeat the very purpose and meaning of Judicial Institution and encourage militancy and social chaos in the state,” the organisations said.
Meanwhile, the Arunachal RTI Activist Forum (ARTIAF) strongly demanded that 3 accused persons who are lodged in the Itanagar Police Station for planting pistol/bomb in the car of Payi Gyadi must not be given bail until and unless all the culprits involved are booked and punished as per the established law of the country.
“From a very reliable source it is learnt that some high profile personalities of the state are moving around Guwahati High Court to take out the 3 accused persons on bail. No bail should be given to them until all the person involved in this unprecedented case is arrested and punished as a deterrent for future” , says Chopa Cheda, ARTIAF chairman.

The ARTIAF once again appeal the health minister and chief information commissioner to resign on moral ground so that free and fair investigation is carried out. It also appealed to the civil societies and other pressure group to extend their support to Payi Gyadi and to this movement against illegal appointments and corruption which is engulfing the State like a cancer. Gyadi Welfare Society (GWS) also urged the government not to grant bail to all the 3 accused who are already under police remand.
The All Arunachal Unemployed Youth Organization (AAPUYO) in a meeting today decided to apprise the Chief Minister about various corrupt and illegal activities being practised in various Govt departments and in this regard, a delegation of the Organization would be meeting the CM very soon.
The meeting while condemning the criminal conspiracy hatched against RTI activist Payi Gyadi by planting explosives and firearms in his private car, demanded exemplary punishment for those involved in the criminal acts. It demanded for handing over the case to CBI to unearth the mastermind of the case.
The organization, meanwhile, demanded Minister Atum Welly and Chief Information Commissioner YD Thongchi to step down from their respective posts on moral ground for their alleged involvement in illegal appointments.
The organization also demanded for a cut in the prescribed rate for furnishing copies of documents under the RTI Act from Rs 10 per page to Rs 2 per page.
The Chandranagar Welfare Committee also demanded the authority to punish the culprits involved in the criminal conspiracy case involving RTI activist Payi Gyadi as per law. The accused should not be released on bail till the investigation is over, it said.
Meanwhile, the 9th Chayangtajo Intellectual Forum urged all concern not to misconstrue its movement which is not directed at any individual or organization.
Forum said it has extended solidarity with Payi Gyadi as he hails from same constituency and is being targeted for speaking out the truth.
It further reiterated that the accused arrested should not be granted bail and there should be thorough investigation to unearth the truth.
Meanwhile, Pakke Kessang Block Congress Committee (BCC) strongly condemned the allegation levelled against Minister Atum Welley and the demand for his resignation for his alleged involvement in illegal appointment in a certain Govt department.
“The allegation levelled against Welley does not hold any water since the matter (of illegal appointment) is under investigation,” the BCC president said in a release. He described the allegation of hatching criminal conspiracy against RTI activist Payi Gyadi by Welley as baseless, politically motivated and an attempt to tarnish the image of the minister. It is unfair to drag his name into the case without proper investigation, the BCC president said adding that “we should wait until the investigation is over before we continue to make allegation against him”.
ITANAGAR, June 19: Dibang Adi Youth Association(DAYA) and Dibang Adi Students Union (DASU) jointly appealed to the Chief Minister Jarbom Gamlin to address the grievances of the people of Dambuk.
It is quite appalling that all the major developmental projects in the district is in the immediate vicinity of the district headquarter. It has created imbalance in developmental pattern, the organisation duo said in a joint release. “This step motherly attitude is not tolerable and such attitude are unacceptable to any section of society” said DAYA president Kabang Passing.
The release further said that Dambuk area is always deprived of major developmental project on the pretext of communication bottleneck and surprisingly the government never paid any attention for improving surface connectivity of this area.
Demanding equal share of development and fair justice for the people of Dambuk area, the organisation duo further resented that despite the people of Dambuk area ready to donate the required land without precondition for establishment of educational institutions, the Govt had decided to establish a polytechnic and a degree college in Roing, which, it said, is injustice to the people of Dambuk.
The second oldest school after Pasighat was established at Dambuk in 1920’s but still it is running without adequate infrastructure, the release said. There is a medical centre which was established by former colonial British government, prior to India’s independence. Dambuk has, today, only these two establishments for public service which are neither established by government of Arunachal Pradesh nor government of India. Being a centre of education during NEFA, it is this area which has acted as catalyst for many social movement of 1950 to 1980. It is this area which has produced the first ever IAS of Arunachal Pradesh. But when it is compared to other contemporary towns, be it Tezu, Pasighat and even Roing , it is hard to contemplate in one’s mind, the pathetic and appalling state of the area. But still the people of Dambuk area has maintained calmness and patient thinking that better time will come but it never was to be, the release added.
DAYA and DASU also appealed to the MLA’s of the district to have special attention and extend generous help for inclusive development of the district.

ACCI lauds CM, Pul on annual plan size

The AACI would like to place on record its appreciation for the chief minister who sought the support of the Planning Commission for the speedy development of the state to maintain to development trajectory set in motion by former chief minister Dorjee Khandu.
Pul, one of the longest serving finance minister of the country, who took over the portfolio along with the planning recently, created a stir at national level by hinting at the border situation to the Planning Commission.
Pul deserves all praises for the New Delhi mandarins hardly realize the ground realities while allocating fund to this sensitive border state. The allocation given to this hilly sate is not for Arunachal but for the nation’s security, ACCI president Techi Lala said in a statement, adding if thousands of crores could be pumped into Jammu and Kashmir to maintain law and order and contain insurgency, why not the same treatment given to Arunachal Pradesh.
Pul’s views should be supported by all sections of Arunachal and reflected at the appropriate level, particularly by the government when any one holds any official talk with either minister or bureaucrat in the national capital.
It would be prudent to recall that after former chief minister and present Rajya Sabha member Mukut Mithi had gone on record saying China had intruded into Arunachal Pradesh in 2003, then Defence Minister George Fernandez had to airdash to Itanagar to deny the charge, but had admitted the fact in the Parliament few months later.
Pul, a financial wizard, under the guidance of the chief minister would undoubtedly ensure that the huge funds are utilized while ensuring the much publicized third party monitoring effectively and also prevent surrender of funds as has been the practice in the past, the statement added.

Home stay operators training concluded
ITANAGAR, June 19: The one year rural tourism (Home stay) project training held at Ziro completed successfully at Ziro recently.
During the training period, all the participants were taken to Sikkim for exposure visit where they visited all the important tourists’ places at Gangtok and stayed at Home stay at Kewzing village of the south Sikkim as part of their training.
At the concluding day, Rural Tourism Management Committee (RTMC),Ziro was formed on the line of Sikkimise Rural tourism model .
District Tourism Officer, Ziro Tater Mize and NABARD Manager attended the function as chief guest and guest of honour.

Power crisis
Dear Editor,
Pasighat is tagged as the oldest town of our state. But what I feel is that the town has never been matured in terms of infrastructures and basic amenities. The population here has grown geometrically over the years, on the other hand infrastructure to support the increasing population has never been at pace with the changing times.
In years to come we will face many problems like sanitation, potable water, road infrastructure due to increasing number of population, but right now everyone is crying for electricity. Lending tears to my fellow denizens and ears to the electricity deptt I would like to ask them to bear with our efficient deparment because if you guys crib too much days of cuts could prove into years.

Govt cannot acquire land until the Dibang Multipurpose Project is accorded forest and environmental clearances
Dear Editor,
We express our deep concern regarding the two notifications issued by the Commissioner, Land Management, Government of Arunachal Pradesh, for acquisition of certain land for the 3,000MW Dibang Multipurpose Project to be executed by NHPC.
We also note that there was no information locally on the notification issued last year under Section 4 of the Land Acquisition Act, 1894 and the latest notification was issued in an English Daily. We are not sure whether such notifications have been displayed in the local Panchayat Office and the Office of the relevant DCs of the two districts. Not taking proper and relevant measures to disseminate such important communications locally and amongst the affected tantamount to wilful suppression of information.
Nevertheless, we consider the issuance of the above two notifications illegal and in gross violation of natural justice since the Dibang Multipurpose Project for which such land will be acquired has not been given any of the clearances needed for any construction to start. The site clearance which was granted to NHPC during 2004 according to the EIA Notification 1994 expired in 2009 and the matter came up before the Expert Appraisal Committee of the Ministry of Environment and Forests in their meeting in July 2009.
The minutes of that meeting indicates that the project authority was advised by the
Ministry to submit the proposal fresh as per the procedure mentioned in the new EIA
Notification 2006. The Committee drew up fresh ToR after adding certain points to
be investigated by the NHPC and incorporate them in the fresh EIA Report and EMP.

Through the Deputy Commissioner, Lower Dibang Valley District, we demand that the two said notifications be withdrawn by the Commissioner, Land Management, Government of Arunachal Pradesh, we will not allow such violation and forceful acquisition of our homeland.

Arunachal tourism needs infrastructure support
Dear Editor,
Apropos to the letter of Gomi Maro as appeared in the readers’ forum of this daily on June 11 last under the caption “ A lesson to be learnt from others”, I would like to mention here that opinion expressed by Maro is the need of the day for Arunachalees.
I am in Arunachal for the last 40 years. Arunachal, the land of the rising Sun has been gifted lavishly with natural beauty. But the wonderful treasure has not been utilized to the extent it is required. Tourism is almost nil in Arunachal Pradesh with the exception of Balukpong to Tawang tourist circuit.
It is encouraging to know that the Govt has now initiated steps for tourism development
in other parts of Arunachal Pradesh where there are high potential of tourism. The
endeavour of T K Kopak, DTO, Kolkata, is praiseworthy, whose zeal and creativity
is expected to be emulated by other Govt officers. He has taken the right steps in
highlighting the tourism potential of Arunachal Pradesh to the mainstream of the
country by leading the Kolkata-
Arunachal Pradesh has abundance natural beauty and resources. The people of Arunanchal can take the maximum advantage of this gift of nature by adding sufficient infrastructure support with proper marketing thereby attracting the people more to the state which will enrich the state exchequer.
As a nature lover, I would like to appeal to the state Govt and NGOs to take suitable steps for development of tourist infrastructure so that more tourists from India and abroad visit this remotest state of the country.
